We actually don't operate democracy in Africa instead, we are operating 'monetocracy' where corruption does all the job for the person at the head. Except for very few African countries

Again, all the sit - tight leaders mentioned above are not sitting there because of their brute physical strength, but there, because they can bully whoever questions their authority.

The main reason is that most of the parliamentarians don't know why they are elected. More so, due to selfishness and greed, they are easily manipulated as majority of them do not know why they are there.

More recently President Yoweri Museveni of Uganda, Alassane Ouattara of Ivory Coast, Paul Kageme of Rwanda have all manipulated their constitution, joining the likes of Paul Biya of Cameroun and Teodoro Obiang of Equatorial Guinea.

Does this compromise by these parliamentarians not weaken democracy in Africa?

Wow. The media really has a lot do do to be able to uncover these manipulations and cleans the system.

@billchi4real1. NASS has the leverage to increase or reduce the budget size sent by the executive therefore what is referred to as "padding" is ordinarily part of the job of their job.
2. I think one of the things Sen. Ningi was against was the lump sum amounts that is captured for Institutions on first line charge. Eg.the details of NASS budget is not broken down into details but just the total amount is reflected same with INEC, TETFUND, Judiciary etc. This is not the first time NASS passess budgets like that. I think it's been so for more than 3 years.

The amount of 2 point somthing trillion he said was padded is the exact amount of money that acrues to the bodies on first line charge. As I said, their detailed line items were not provided.
Sen. Olamilekun's explanation when they were considering Sen. Ningi's suspension explained a whole lot.

@billchi4real I think there could be an element of truth in what Ningi was saying, but not to the extent he mentioned.
