National Assembly workers, under the aegis of the Parliamentary Staff Association of Nigeria (PASAN), unanimously sacked the Executive Council led by Comrade Sunday Sabbiyi over allegations of “gross inefficiency and misconduct.
The PASAN, during the Special Congress held on Monday also accused Comrade Sabbiyi-led Council of abuse of the Association’s Constitution, failure to present the Audited Financial Accounts and Operational Report of the Association for over four years, undermining and disregarding the powers and resolutions of the Congress, among others.
According to the Communiqué issued at the end of the Special Congress and made available to Parliamentary Correspondents in Abuja, the aggrieved National Assembly workers unanimously resolved to pass a vote of no confidence on and consequently removed the Comrade Sunday Sabbiyi-led Executive Council from office, with immediate effect.

The Communiqué reads: “The Congress followed a point of order raised by Comrade Jacob Eyagomare, which drew the attention of the Congress on the presentation of the proposed agenda for the amendment and adoption of the same to fall in line with the provisions of the Constitution of PASAN 2015 since the Congress was called following the intervention of the Management through a Management Committee chaired by the Human Resources and Staff Development Directorate, wherein it was unanimously resolved on the date and the agenda of the Congress pursuant to Rule 13 (3}g); Rule 19(2); and Rule 15(ii) (4) (5).”
It was drafted by Comrade Jacob Eyagomare, Comrade Yusuf Monday Ma’aji, and Comrade Veronica A. W. Gandu.
The Communiqué said; “The Congress resolved and passed a vote of no confidence on and removed from office the Comrade Sunday Sabbiyi-led Executive Council sequel to a motion moved by Comrade Odo Chns MC and seconded by Comrade Lyanuoluwa Babatunde on the grounds of undermining the Congress.
“Refusal to present the Stewardship Report and the Report of Financial Returns and Audited Accounts.
“Deliberately causing division and disaffection in the chapter, thereby forcing some members to withdraw their membership in the Association in contravention of Rule 5 (1) & (8) of PASAN Constitution 2015;
“Misleading the Congress to suspend some members of the Chapter on false criminal allegation of sale of PASAN land;
“Gross misconduct by mischievously and deliberately misleading the Congress to nominate some members of the Chapter into false and non-contemplated CONLESS Committee, thereby framing up and lying against the Clerk to the National Assembly.
“Serial breaches of the provisions of the PASAN Constitution, including but not limited to the following: Rules 9(3), 18(1)(f), 20(I)(h), and 20(2)(b) and (f) of the PASAN Constitution 2015.
“Incompetence and lack of capability to discharge the functions of their offices in line with Rule 5(6) of the PASAN Constitution.”
Sequel to the development, the Association, via a letter dated July 15, 2024, jointly signed by Comrade Odeh Chris, Comrade Yusuf Abiola, Comrade Feshintan Ademola, Comrade Moses Anele, and Comrade Olalere Shina, notified the Clerk of the National Assembly, Magaji Tambuwal, of the resolution of the Association, urging him to discontinue engaging the Comrade Sabbiyi-led Council.
It reads: “We write to notify you that the National Assembly Chapter of the Parliamentary Staff Association of Nigeria (PASAN) in the Congress held on Monday, 15th July 2024, unanimously resolved and passed a vote of no confidence on and consequently removed the Comrade Sunday Sabbiyi-led Executive Council from office on the grounds of gross inefficiency, misconduct, abuse of the Association’s Constitution, failure to present the Audited Financial Accounts and Operational Report of the Association for over four years, undermining and disregarding the powers and resolutions of the Congress, among others.
“In light of the above, we hereby request the management to stop, henceforth, all interactions/transactions with Mr Sunday Sabbyi or any former EXCO Member until further notice, as doing so will amount to an affront to the Congress, which is capable of causing industrial disputes in the workplace.
“Please find attached a copy of the Attendance Register and Communique of the Congress for your perusal and further action.”
“The Congress of the Parliamentary Staff Association of Nigeria, National Assembly Chapter, wishes to sincerely appreciate you, our amiable and labour-friendly CNA, and your management team for all the support through the Labour and Staff Relations Department towards attaining a conducive work environment and industrial harmony, and hereby assures you of our unwavering support.
“Sir, we look forward to your timely intervention and directive on this matter towards guaranteeing a continued harmonious work environment in our revered organisation,” the letter read.
