The Rivers State House of Assembly on Friday opposed Governor Siminalayi Fubara’s decision to enact the Rivers State House of Assembly, RSHA, Service Commission Law.
The House made this decision during an unplanned session, marking the second instance where state lawmakers have disregarded Fubara’s approval on bills.
In January, the House had opposed Governor Fubara’s approval of four bills that it had previously passed and sent to him.
During the 99th legislative session at the Assembly quarters, lawmakers decided to override the Governor’s approval following his withholding of assent to the four bills, as communicated in letters read on the House floor.
A statement from Martins Wachukwu, media aide to the Speaker of the State Assembly, informed the press about the lawmakers’ decision, citing concerns that the amendments would lead to confusion and violate constitutional provisions.

Regarding the Rivers State House of Assembly Fund Management Bill reintroduced by the Majority Leader, Major Jack, and debated by members, Speaker Martin Amaewhule referenced Section 100(5) of the Constitution of the Federal Republic of Nigeria 1999, which grants the House authority to override the Governor’s veto when he withholds assent.
Similarly, the Rivers State Local Government Law (Amendment) Bill, the Rivers State Traditional Rulers’ Law (Amendment) Bill, and the Rivers State Advertisement and Use of State-owned Property Prohibition (Repeal) Bill were all reintroduced, debated, and unanimously voted upon to override the Governor’s veto.
